Rachel McMahon
Principal
I love solving complex issues in the energy space. I served at the California Public Utilities Commission from 2013 through 2019 as Senior Regulatory Analyst and on: created the Demand Response Auction Mechanism (DRAM), station power rules for energy storage, U.S.'s first policy on value stacking for distributed energy resources, and was a lead staff on clean energy procurements to replace conventional resources, transmission owner rate cases, and intervention to several FERC dockets on energy storage and distributed resources. From 2009 - 2013, I led state and federal in-‐house regulatory and legislative affairs on the state and federal levels for utility-scale solar energy companies. I led advocacy for a decade at the Center for Energy Efficiency and Renewable Technologies, focused on renewable energy policy, emissions regulation and implementation of the Global Warming Solutions Act of 2006. I have worked with many electric utilities, state and federal agencies, and grid operators in California, D.C. and the West.
